What You Need to Apply
Most San Diego hospitals require similar documentation. Gather these before you apply:
- Proof of income for all household members (recent pay stubs, tax returns, Social Security or disability award letters, or a signed statement of no income)
- Proof of household size (tax return showing dependents, birth certificates, or lease agreement)
- Government-issued ID (driver's license, state ID, or passport). Citizenship is not required.
California Law Protections
California has some of the strongest hospital billing protections in the country. Key laws that protect San Diego patients:
- AB 1020: Hospitals must offer charity care to patients at or below 400% FPL. Eligible patients cannot be charged more than the Medicare or Medi-Cal rate (whichever is higher).
- SB 1276: Hospitals cannot use extraordinary collection actions (lawsuits, liens, wage garnishment) against patients eligible for financial assistance.
- Assets excluded: California law prohibits hospitals from considering monetary assets when determining eligibility for patients between 201-350% FPL.
